The question does not make sense but nearly all policies cover damage from leaking pipes, unless the pipe was exposed and you knew it was leaking and ignored it. Megaton is in Fallout 3.

Underwater breathing boosts via the perk or consuming a are really not necessary, as the valves are not very deep underwater. Using power armor while fixing the pipes can leave one at a disadvantage, seeing that it makes them hard to get to and traversing the underwater area takes considerably longer than quickly shutting off the pipes and returning later. If Sully is killed before starting the quest, the quest can be started by turning the valves underwater, though the reward is fairly reduced. If Sully is killed at any time before the raiders move in then his position will be filled with a leveled 'boss raider.' .

Keep in mind that the player character is fixing the pipes to drain the water out of the quarry, one does not need to search underwater for loot. They can just focus on fixing the pipes.

However, the area is farmable upon revisiting on a set timer so one can feel free to wait. Most companions, even those who normally like or dislike haggling attempts, have no reaction to any dialogue options in this quest.Bugs. Walk around the quarry on land and look for the bubbles - Then swim straight down and look for them. We're talking a few feet below the surface for all three.Failing that, open your console and enter TGM to make yourself immortal - if just for this one mission until you find a valve so you know what you're looking for. And have spent ages slowly searching around the pipe and big spherical thingy and nothing highlights the ability to use and item. Are people all doing this in power armour, is that the problem. Not sure how you could do it without as you can't hold breath long enough I did it without the power armor (sadly i have only used it twice in the hours i have played).

If you pass over the valve too quickly you will miss the que to press 'E'. The valves are about mid ways down so don't go to far and be close enough to it to activate.'
